Notice of Fee Change
Effective October 1, 2024, the Development and Neighborhood Services (DNS) Department will be implementing changes to the Fee Schedule annually, pursuant to the City of Greenacres Resolution 2024-46. Effective February 1, 2025, a processing fee of 3.95% or $2.50 minimum will be applied to all debit and credit card transactions. Please click on this link for more details.
Universal Planning Application
The Universal Planning Application allows the applicant to file one (1) application by checking the project type and including the necessary documents as outlined in the Application Matrix and corresponding checklist.
For most submittals, you will need to file:
- Application, including all necessary documentation for your specific application type(s);
- Completed checklist for your specific application type(s); and
- Non-refundable application filing fee.
Development Review Process
The Development Review Process is a five (5) step process, as applicable. This process ensures that applications are complete, reviewed by all relevant departments, and prepared for consideration by the Planning and Zoning Board.
Step 1: Pre-application Meeting
The purpose of the Pre-application Meeting is to provide applicants with an interdepartmental staff review of preliminary or conceptual proposals. This meeting helps applicants better understand the City’s permitting process and allows staff to identify potential issues early in the review process. During the meeting, the Zoning Administrator serves as the lead facilitator. Follow-up discussions may involve additional staff to assist the applicant in preparing a complete formal application.
Step 2: Completeness Review
After an application is submitted, a Planning and Zoning Staff member is assigned as the Project Manager. The Project Manager reviews the application to determine whether it is complete. If the application is deemed complete, it will be scheduled for the next available Development Review Committee (DRC) meeting. If incomplete, the applicant will receive written notice identifying the missing items. A DRC meeting will not be scheduled until all required materials have been submitted.
Step 3: Development Review Committee (DRC) Review
Once deemed complete, the application is distributed to the DRC, which includes representatives from various City departments. The DRC reviews the application for compliance with applicable local, state, and federal regulations. At the scheduled DRC meeting, the applicant presents the project, is able responds to questions and discuss any required revisions. If revisions are needed, the applicant must address all comments before the project can move forward.
Step 4: Staff Recommendation
After all DRC comments have been satisfactorily addressed and the application complies with applicable regulations, the Project Manager prepares a Staff Report outlining recommended conditions of approval. The project is then scheduled for consideration by the Planning and Zoning Board (PZB).
Step 5: Planning and Zoning Board (PZB) Meeting
Prior to the PZB meeting, the Project Manager provides the applicant with the draft recommended conditions of approval. If the applicant agrees with the recommended conditions, the project proceeds to the Board with those recommendations. If there are outstanding disagreements, those issues are identified and presented to the Planning and Zoning Board for discussion and final determination. The Planning and Zoning Board will make the final recommendation or decision, as applicable.
